{"id":414,"date":"2018-01-25T08:50:11","date_gmt":"2018-01-25T08:50:11","guid":{"rendered":"http:\/\/www.classiciasacademy.com\/blog\/?p=414"},"modified":"2024-06-08T10:22:24","modified_gmt":"2024-06-08T04:52:24","slug":"ministry-agriculture-farmers-welfare","status":"publish","type":"post","link":"https:\/\/www.classiciasacademy.com\/blog\/ministry-agriculture-farmers-welfare\/","title":{"rendered":"MINISTRY OF AGRICULTURE AND FARMERS WELFARE"},"content":{"rendered":"<h3>MINISTRY OF AGRICULTURE AND FARMERS WELFARE<\/h3>\n<ul>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">It is to provide comprehensive insurance coverage against crop loss.<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">It is compulsory for farmers availing crop loans for notified crops in notified areas and voluntary for non-lonee farmers.<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">Premium rate &#8211; There is no capping in premium and one premium rate on pan-India basis. It is 1.5%, 2% and 5% for all Rabi, Kharif and annual horticultural\/commercialcrops, respectively.<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">There is no upper limit on the government subsidy i.e the difference between premiumand insurance charges paid by the farmer.<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">Losses covered &#8211; Non-Preventable risk such as Natural Fire, Storm, Hailstorm, Cyclone and Inundation has also been included as a localized calamity. Post-Harvest losses also covered.<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">A cluster approach will be adopted under which a group of districts with variable risk profile will be allotted to an insurance company<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">Use of Remote Sensing Technology, Smart phones &amp; Drones for quick estimation of croplosses to ensure early settlement of claims.<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">It differs from the previous schemes like National Agricultural Insurance Scheme (NAIS)and Modified NAIS (MNAIS) in the following ways,<\/span><\/span><\/p>\n<\/li>\n<\/ul>\n<h3>Soil Health Card Scheme<\/h3>\n<ul>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">It is a report provided to all farmers which informs of the nutrient content in the soil.<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">It gives crop-wise recommendation of appropriate dosage of fertilizers and nutrients.<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">It will be provided once in 3 years.<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">The scheme is to be implemented on 50:50 sharing pattern between centre and state.<\/span><\/span><\/p>\n<\/li>\n<\/ul>\n<h3>Paramparagat Krishi Vikas Yojana<\/h3>\n<ul>\n<li>It is to promote organic farming and the products will be linked with the market.<\/li>\n<li>It will be implemented in a cluster based approach and farmers will be funded to meet the expenditure from farm to market.<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">There is no liability for farmers for expenditure on certification.<\/span><\/span><\/p>\n<\/li>\n<\/ul>\n<h3>Electronic National Agriculture Market (e-NAM)<\/h3>\n<ul>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">It is a pan-India electronic trading portal which networks the existing APMC mandis tocreate a unified national market for agricultural commodities.<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">NAM is a virtual market but it is connected to a physical market (mandi) at the back end and promotes genuine price discovery.<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\"><b>Funding &#8211;<\/b><\/span><span style=\"font-size: small;\"> Funded by Agri-Tech Infrastructure Fund (ATIF) which is set up through the Small Farmers Agribusiness Consortium (SFAC).<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\"><b>License <\/b><\/span><span style=\"font-size: small;\">&#8211; Liberal licensing of traders and commission agents by state authorities and one license for a trader is valid across all markets in the state.<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\"><b>Market Fee &#8211;<\/b><\/span><span style=\"font-size: small;\"> Single point levy on the first wholesale purchase from the farmer.<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\"><b>Implementation &#8211;<\/b><\/span><span style=\"font-size: small;\"> A Central Sector Scheme. Willing states enact suitable provisions in their APMC act for integration with the e-platform.<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">Soil Testing Laboratories Available in the Mandisit-self.<\/span><\/span><\/p>\n<\/li>\n<\/ul>\n<h3>National Food Security Mission<\/h3>\n<ul>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">It is launched to enhance the production of Rice, Wheat, Pulses, Coarse Cereals and commercial crops (Cotton, jute and Sugarcane).<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">Targets &#8211; Production of rice, wheat and pulses would be increased by 10, 8, 4 million tonnes respectively and Coarse cereals by 3 million tonnes.<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">Funding &#8211; 50:50 by Centre and State for food crops and 100% centre funding for cash crops.<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">It would be implemented through cluster demonstration, distribution of high yield seeds with farm mechanization, &amp; Integrated pest management.<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">(Note &#8211; National Food Security Act is different from the Mission and the act is administered by the Ministry of Consumer Affairs).<\/span><\/span><\/p>\n<\/li>\n<\/ul>\n<h3>Pradhan Mantri Krishi Sinchayee Yojana<\/h3>\n<p>Main objectives are :<\/p>\n<ul>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">Extending the coverage of irrigation<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">Improving water use efficiency<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">End to end solution on source creation, distribution, management, field application and extension activities.<\/span><\/span><\/p>\n<\/li>\n<\/ul>\n<ul>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">It is formulated by amalgamating ongoing schemes<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">Accelerated Irrigation Benefit Programme (AIBP) &#8211; Ministry of Water Resources, River Development &amp; Ganga Rejuvenation (MoWR,RD&amp;GR).<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">Integrated Watershed Management Programme (IWMP) &#8211; Department of Land Resources (DoLR), Ministry of Rural Development.<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">On Farm Water Management (OFWM) &#8211; Department of Agriculture and Cooperation(DAC).<\/span><\/span><\/p>\n<\/li>\n<\/ul>\n<ul>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">Implementation &#8211; Decent ralised manner through State Irrigation Plan and District Irrigation Plan.<\/span><\/span><\/p>\n<\/li>\n<\/ul>\n<h3>National Initiative on Climate Resilient Agriculture (NICRA)<\/h3>\n<ul>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">The mega project has three major objectives of Strategic research, Technology demonstrations and Capacity building.<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">It was launched by Indian Council of Agriculture Research (ICAR).<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">Its aims to make farmers self-reliant by use of climate resilient agricultural technologies and management of natural and man made resources for sustaining agriculture in theera of climate change.<\/span><\/span><\/p>\n<\/li>\n<\/ul>\n<p>It has four components:<\/p>\n<ul>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">Strategic research on adaptation and mitigation,<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">Technology demonstration to cope with current climate variability in 100 vulnerable districts,<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">Capacity Building<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">Sponsored competitive research to fill critical gaps.<\/span><\/span><\/p>\n<\/li>\n<\/ul>\n<h3>Small Farmer\u2019s Agriculture-Business Consortium (SFAC)<\/h3>\n<ul>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">The scheme aims to support new ventures in agro-based industries and to promote the farmer producer organisations (FPOs) and their integration in agriculture value chain.<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">SFAC gives Venture Capital Assistance and Project Development Facility to supports the new ventures in agro based industries.<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">Beneficiaries: Individuals, farmers, producer groups, partnership, propriety firms, Self Help Groups and companies etc.<\/span><\/span><\/p>\n<\/li>\n<\/ul>\n<h3>Krishi Vigyan Kendras<\/h3>\n<ul>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">KrishiVigyanKendras (KVKs) are agricultural extension centers created by ICAR to providevarious types of farm support to the agricultural sector.<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">It is created to serve as a single window mechanism for addressing the technology needs of farmers and acts as a link among researchers, extension functionaries like NGOs and farmers.<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">The farm support includes farm advisory service including climate resilient technologies,training programme for NGOs and front line demonstration and on Farm testing.<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">KVK operates under the administrative control of State Agricultural University(SAU) or central institute.<\/span><\/span><\/p>\n<\/li>\n<\/ul>\n<h3>Mera Gaon &#8211; Mera Gaurav<\/h3>\n<ul>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">The scheme envisages scientists to select villages and provide information to the farmerson technical and other related aspects.<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">It includes scientist functioning at the various centers and institutes of the Indian Council of Agriculture Research (ICAR) and working with state agricultural universities.<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">They may function with the help of KVKs and Agriculture Technology Management Agency(ATMA).<\/span><\/span><\/p>\n<\/li>\n<\/ul>\n<h3>Rashtriya Krishi Vikas Yojana (RKVY)<\/h3>\n<ul>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">It incentives states to enhance investments in Agriculture and Allied sectors to achieve 4% growth rate.<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">It is a State Plan scheme with 100% Centrally Sponsored Scheme.<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">The allocations are based up on the State plan expenditure for Agricultural sectors which is determined based on the average expenditure incurred by the State Government duringthe three years prior to the previous year.<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">The preparation of the District and State Agriculture Plans is mandatory and encourages convergence with other programmes such as NREGS.<\/span><\/span><\/p>\n<\/li>\n<\/ul>\n<p align=\"JUSTIFY\"><strong><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">Sub-schemes Include<\/span><\/span><\/strong><\/p>\n<ul>\n<li>Bringing Green Revolution to Eastern India (BGREI)<\/li>\n<li>Additional Fodder Development Programme (AFDP)<\/li>\n<li>Saffron Mission<\/li>\n<li>Crop Diversification Program<\/li>\n<li>Livestock Health &amp; Disease Control \/ Foot &amp; Mouth Diseases (FMD)<\/li>\n<li>Bee keeping<\/li>\n<li>Targeting Rice Fallow Areas (TRFA)<\/li>\n<\/ul>\n<h3>Pandit Deen Dayal Upadhyay Unnat Krishi Shiksha Scheme<\/h3>\n<ul>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">It was launched to promote agricultural education.<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">Under the scheme 100 centres are opened with a fund of Rs.5.35 crore.<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">Attracting and retaining youth in Agriculture (ARYA) is a project sanctioned by the Indian Council of Agriculture (ICAR) and is being implemented at Krishi Vigyan Kendra (KVKs).<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">The main objective of the project was to provide complete knowledge and skill on processing,value addition and marketing of coconut and banana products through capacity buildingprogrammes involving research and development organizations.<\/span><\/span><\/p>\n<\/li>\n<\/ul>\n<h3>FMD Mukta Bharat (FMD Free India)<\/h3>\n<ul>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\"><b>Seeking to end Foot &amp; Mouth Disease (FMD) <\/b><\/span><span style=\"font-size: small;\">\u2014 one of the most devastating contagious <\/span><span style=\"font-size: small;\">viral animal diseases <\/span><span style=\"font-size: small;\">affecting all susceptible cloven-footed animals from India. <\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">The <\/span><span style=\"font-size: small;\">agriculture ministry<\/span><span style=\"font-size: small;\">has conceived a \u2018FMD Mukta Bharat\u2019 (FMD Free India) programme to <\/span><span style=\"font-size: small;\">cover all the states.<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">Sixteen states and one Union Territory (UT) are yet to be covered under intensive<\/span><span style=\"font-size: small;\"> FMD vaccination. <\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">FMD vaccination in these states and UT will be taken up under <\/span><span style=\"font-size: small;\"><b>RashtriyaKrishiVikasYojana (RKVY). <\/b><\/span><\/span><\/p>\n<\/li>\n<\/ul>\n<h3>Background:<\/h3>\n<ul>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">In order to prevent the economic losses arising due to Foot and Mouth Disease, a location specific programme called <\/span><span style=\"font-size: small;\"><b>\u2018Foot and Mouth Disease Control Programme (FMD-CP)\u2018<\/b><\/span><span style=\"font-size: small;\">is under implementation since 10th Plan Period. <\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">Gradually, the FMD-CP was expanded during 11th &amp; 12th Plan Period. As of now, it covers 351 districts in 13 states and 6 UTs. <\/span><\/span><\/p>\n<\/li>\n<\/ul>\n<h3>About Foot-and-mouth disease:<\/h3>\n<ul>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">Foot-and-mouth disease is an infectious and sometimes fatal viral disease that affects <\/span><span style=\"font-size: small;\"><b>cloven-hoofed animals, including domestic and wild bovids. <\/b><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">It is <\/span><span style=\"font-size: small;\"><b>highly infectious <\/b><\/span><span style=\"font-size: small;\">and can be spread by infected animals through aerosols, through contact with contaminated farming equipment, vehicles, clothing, or feed, and by domestic and wild predators. <\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">Susceptible animals include <\/span><span style=\"font-size: small;\">cattle, water buffalo, sheep, goats, pigs, antelope, deer, and bison.<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: small;\">The virus responsible for the disease is a <\/span><span style=\"font-size: small;\"><b>picornavirus, <\/b><\/span><span style=\"font-size: small;\">the prototypic member of the genus Aphthovirus.
