{"id":315,"date":"2017-05-03T09:20:05","date_gmt":"2017-05-03T09:20:05","guid":{"rendered":"http:\/\/www.classiciasacademy.com\/blog\/?p=315"},"modified":"2018-11-20T14:32:28","modified_gmt":"2018-11-20T09:02:28","slug":"trumps-foreign-policy","status":"publish","type":"post","link":"https:\/\/www.classiciasacademy.com\/blog\/trumps-foreign-policy\/","title":{"rendered":"Trump\u2019s Foreign Policy"},"content":{"rendered":"<p><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\"><u><b>In News<\/b><\/u><\/span><span style=\"color: #000000;\"><b>: <\/b><\/span><span style=\"color: #000000;\">Donald Trump has issued a series of executive orders consistent with his inaugural speech in which he stressed upon \u201cAmerica First\u201d and elimination of \u201cradical Islamic terrorism\u201d.<\/span><\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\"><u><b>Executive Orders (EO)<\/b><\/u><\/span><\/span><\/span><\/p>\n<ul>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">The U.S President can issue rules, regulations, and instructions called executive orders.<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">They have the binding force of law upon federal agencies and they do not require approval of the United States Congress.<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">But the executive orders are subject to judicial review and interpretation.<\/span><\/span><\/span><\/p>\n<\/li>\n<\/ul>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\"><u><b>Ratification of International Agreements by U.S<\/b><\/u><\/span><\/span><\/span><\/p>\n<ul>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">The executive signs the agreement.<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">This has to be ratified by the U.S Senate to come into force.<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">But the trade agreements, like the TPP, are approved using Trade Promotion Authority authorization, in which the US Congress is required to hold a yes\/no vote on any agreements without modification.<\/span><\/span><\/span><\/p>\n<\/li>\n<\/ul>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\"><u><b>Recent EOs on Foreign Policy<\/b><\/u><\/span><\/span><\/span><\/p>\n<ul>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">The US president has signed an executive order formally <\/span><span style=\"color: #000000;\"><b>withdrawing from the Trans-Pacific Partnership (TPP) trade deal.<\/b><\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">He signed an EO to pose a <\/span><span style=\"color: #000000;\"><b>three-month ban on immigrants from seven Muslim majority \u00a0countries <\/b><\/span><span style=\"color: #000000;\">&#8211; Iraq, Syria, Iran, Sudan, Libya, Somalia and Yemen.<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">He also <\/span><span style=\"color: #000000;\"><b>suspended the refugee programme for four-months<\/b><\/span><span style=\"color: #000000;\"> to provide time to review how refugees are vetted i.e. examined before they are allowed in the U.S.<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">He is also preparing to issue EOs that will bring restrictions on H1-B and other visas.<\/span><\/span><\/span><\/p>\n<\/li>\n<\/ul>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\"><u><b>Consequences<\/b><\/u><\/span><\/span><\/span><\/p>\n<ul>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\"><b>TPP\u00a0&#8211;<\/b><\/span><span style=\"color: #000000;\">\u00a0To come into force, the TPP needed to be ratified by at least six signatories that accounts for 85% of the total GDP of the bloc.<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">US is the largest economy in this bloc. Unless it ratifies the TPP cannot come into force. <\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">This withdrawal greatly <\/span><span style=\"color: #000000;\"><b>reduces the possibility of a US-led regional order in the Asia Pacific<\/b><\/span><span style=\"color: #000000;\"> which was the central theme of the US\u2019 Pivot to Asia Policy.<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\"><b>Visa Ban\u00a0&#8211;<\/b><\/span><span style=\"color: #000000;\">\u00a0In theory, the policy is meant to ban terrorists until better vetting methods are formulated.<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">But this move sends back people to a war zone or places that they fled due to political persecution.<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">The ban on refugees is <\/span><span style=\"color: #000000;\"><b>against the principle of freedom<\/b><\/span><span style=\"color: #000000;\">, at time where the refugee population around the world is highest since WWII.<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">However, in 1965, Congress curtailed presidential power by stating that no one could be discriminated against in the issuance of an immigrant visa because of the person\u2019s race, sex, nationality, place of birth.<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">A US District Judge\u00a0in New York issued an\u00a0emergency order\u00a0staying deportations of\u00a0people who have arrived in America with valid visas from the seven Muslim-majority nations but were detained on entry due to the ban.\u00a0<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\"><b>H1B restrictions\u00a0&#8211;<\/b><\/span><span style=\"color: #000000;\">\u00a0Indians hold the majority of H1B visas and L-1 visas. <\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">Original intent of H1B visas was to hire additional talent to support US not to hire cheap labor that replaces American workforce.<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">But the Indians also contribute USD 1 billion annually to the US.<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">Indian IT industry contributes to about 4 lakh direct and indirect jobs in the US and additional USD 5 billion in taxes annually.<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">The move also <\/span><span style=\"color: #000000;\"><b>increases inspector raj and ends employment authorization<\/b><\/span><span style=\"color: #000000;\"> cards to spouses on such work visas.<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">His domestic actions regarding the reduction of environment clearance rules reflect his non serious attitude towards climate change. <\/span><\/span><\/span><\/p>\n<\/li>\n<\/ul>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\"><u><b>Indo-Us Common Grounds<\/b><\/u><\/span><\/span><\/span><\/p>\n<ul>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\"><b>Security &#8211;<\/b><\/span><span style=\"color: #000000;\">\u00a0Both the administrations would be interested in the defeat of Radical Islamic Terrorism.<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\"><b>Defense &#8211;<\/b><\/span><span style=\"color: #000000;\">\u00a0India is designated a major defense partner by the Obama administration.<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">India\u2019s requests for high technology are now considered with a \u2018<\/span><span style=\"color: #000000;\"><b>presumption of approval\u2019 as opposed to \u2018presumption of denial\u2019.<\/b><\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">The Trump administration is also looking favorably at India\u2019s request for Avenger armed drones. <\/span><\/span><\/span><\/p>\n<\/li>\n<\/ul>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\"><u><b>Indo-Us Areas of Contentions<\/b><\/u><\/span><\/span><\/span><\/p>\n<ul>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\"><b>NGO &#8211;<\/b><\/span><span style=\"color: #000000;\">\u00a0The continuing crackdown on U.S.-based Christian charities operating in India can create a rift as the evangelical groups have far higher influence in the current White House than in the previous one.<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\"><b>Jobs &#8211;<\/b><\/span><span style=\"color: #000000;\">\u00a0Both the governments have promised job creation. Therefore they could be competing in this area because the last decade witnessed a movement of U.S. jobs to India, and of Indian workers to the U.S.<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\"><b>H-1B Visa &#8211;<\/b><\/span><span style=\"color: #000000;\">\u00a0The business model of Indian IT \u00a0is to locate a crucial part of their workforce in the U.S. who support the operation of jobs carried out in India.<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">But in recent years, these companies have increasingly hired Americans in their local workforce. So a crackdown on H-1B visas will not affect the business model<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">But the changes in laws that will not allow these companies to relocate the jobs at all will not be welcomed by India.<\/span><\/span><\/span><\/p>\n<\/li>\n<\/ul>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\"><u><b>Way ahead<\/b><\/u><\/span><\/span><\/span><\/p>\n<ul>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">Though it has been signaled by the new administration that India would be a friend, it is not of top priority right now.<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">Therefore India must do more to catch the attention of the new administration.<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">Not much is needed to be done in areas like cyber security, intelligence sharing, space, disease control, maritime surveillance, agriculture, education and climate change.<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">They should be allowed to continue in the already existing pace.<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">The new administration might want India to openly partner with US in tackling China.<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">Recently US reiterated a long pending demand to sign the COMCASA (Communications Compatibility and Security Agreement) that would enhance joint surveillance of Chinese vessels.<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">India\u2019s consistent demand that the U.S. bring more pressure on Pakistan to take action against terrorist groups could be met with another demand for Indian troops in Afghanistan.<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">They may be less understanding about India\u2019s domestic sentiment.<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">Therefore these areas to be treaded cautiously.<\/span><\/span><\/span><\/p>\n<\/li>\n<\/ul>\n<p align=\"JUSTIFY\"><span style=\"color: #000000;\"> <span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><b>Note: For details on <\/b><\/span><b>TPP and H1B visa please refer our earlier issues<\/b><\/span><\/span><\/p>\n<p><strong>Classic IAS Academy:-<\/strong><\/p>\n<p>The Classic IAS Academy is considered the <a href=\"https:\/\/www.classiciasacademy.com\/about.php\"><strong>Best IAS Academy\u00a0in Delhi<\/strong><\/a>.
