Kigali) and Uganda (Capital. Kampala) are both land-locked countries.<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">The equator passes through the African countries of Gabon, Congo, the Democratic Republic of Congo (DRC),\u00a0<\/span><span style=\"color: #000000;\"><b>Uganda,<\/b><\/span><span style=\"color: #000000;\">\u00a0Kenya and Somalia. <\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">It also passes through Lake Victoria.<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\"><b>Rwanda,<\/b><\/span><span style=\"color: #000000;\"> in east-central Africa, is <\/span><span style=\"color: #000000;\"><b>surrounded by the DRC, Uganda<\/b><\/span><span style=\"color: #000000;\">, Tanzania, and Burundi.<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\"><b>Uganda<\/b><\/span><span style=\"color: #000000;\"> is bordered on the west by Congo, on the north by the Sudan, on the east by Kenya, and on the south by Tanzania and Rwanda.<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">The highest point of Rwanda is Karisimbi, which peaks at 14,826 ft.<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\"><b>Lake Kivu making up most of Rwanda&#8217;s western border<\/b><\/span><span style=\"color: #000000;\">. Lake Kivu is one of the 20 deepest lakes in the world, and has a maximum depth of 1,575 ft.<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">Four of East Africa&#8217;s Great Lakes &#8211;\u00a0<\/span><span style=\"color: #000000;\"><b>Lake Victoria<\/b><\/span><span style=\"color: #000000;\">\u00a0(second largest inland freshwater lake in the world), Lake Kyoga, Lake Albert, and Lake Edward lie within Uganda or on its borders.<\/span><\/span><\/span><\/p>\n<\/li>\n<\/ul>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\"><u><b>India- Uganda: Background<\/b><\/u><\/span><\/span><\/span><\/p>\n<ul>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">Relations between India and Uganda began in the 19th century when Indians were brought to construct the <\/span><span style=\"color: #000000;\"><b>Mombasa\u2013Kampala railway line<\/b><\/span><span style=\"color: #000000;\">. <\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">Ugandan independence activists were inspired by the Indian freedom struggle.<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">India and Uganda established diplomatic relations in 1965.<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">Each being a <\/span><span style=\"color: #000000;\"><b>member of commonwealth <\/b><\/span><span style=\"color: #000000;\">maintains a High Commission in the other&#8217;s capital. <\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">The Indian High Commission in Kampala has concurrent accreditation to Burundi and Rwanda.<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">Uganda hosts a large Indian community and Indo\u2013Uganda relations cover a broad range of sectors including political, economic, commercial, cultural and scientific cooperation.<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">Indo-Ugandan relations have been good since Uganda&#8217;s independence <\/span><span style=\"color: #000000;\"><b>except during the regime of Idi Amin<\/b><\/span><span style=\"color: #000000;\">. <\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">Amin in <\/span><span style=\"color: #000000;\"><b>1972 expelled large number of Indian business community<\/b><\/span><span style=\"color: #000000;\"> on the ground that they were exploiting native Ugandans.<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">Since the mid-1980s when President Yoweri Museveni came to power, relations have steadily improved. <\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">Ethnic tensions are also the part of bilateral relations as Indians controlling the business and economy.<\/span><\/span><\/span><\/p>\n<\/li>\n<\/ul>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\"><u><b>Economic Relation<\/b><\/u><\/span><\/span><\/span><\/p>\n<ul>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">Indians and persons of Indian origin are playing central role in economy of Uganda.<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">Indian businesses are among the largest taxpayers in Uganda. <\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">Traditionally they are Gujarati descent (traders). <\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">Immigrants from Punjab and healthcare workers from Kerala have also arrived in Uganda in recent years. <\/span><\/span><\/span><\/p>\n<\/li>\n<\/ul>\n<ul>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">Since the 1980s, India has emerged as one of the largest investors and trading partners of Uganda.<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">Government of India is setting-up a Food-Processing Business Incubation Centre (FPBIC) in Uganda.<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">India is one of the top three FDI investors in Uganda. It is estimated that Indians\/PIOs have invested more than USD 1 billion in the country during the last decade.<\/span><\/span><\/span><\/p>\n<\/li>\n<\/ul>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\"><u><b>Institutional Relation<\/b><\/u><\/span><\/span><\/span><\/p>\n<ul>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">India\u2019s engagement with Uganda is at three levels <\/span><\/span><\/span><\/p>\n<\/li>\n<\/ul>\n<ul>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">Through African Union(AU) <\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">Through Regional Economic Communities (RECs) and <\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">At the bilateral level.<\/span><\/span><\/span><\/p>\n<\/li>\n<\/ul>\n<ul>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">Moreover, India\u2019s engagement with Uganda has been consultative, response based and focused on developing Ugandan capacities and human capital.<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">A bilateral arrangement for Joint Commission Meeting (JCM) at the Secretary level provides the framework for comprehensive discussions on all bilateral issues. <\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">An <\/span><span style=\"color: #000000;\"><b>India-Africa Institute of Foreign Trade (IAIFT), <\/b><\/span><span style=\"color: #000000;\">(one of the 5 institutes offered by India at the Pan-African level under India-Africa Forum Summit (IAFS \u2013I)), is being set-up in Uganda. <\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">IAIFT is to provide training in International Business, Management Studies, and entrepreneurial skills and promote research in foreign trade.<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">India\u2019s National Defence College (NDC) provides Training to the Ugandan defense officers.<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">An <\/span><span style=\"color: #000000;\"><b>Indian Military Training Team (IMTT) is stationed<\/b><\/span><span style=\"color: #000000;\"> at the Ugandan Army&#8217;s Senior Command and Staff College since February 2010.<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">IMTT provides training to the senior officers of armed forces of Uganda and other East African countries.<\/span><\/span><\/span><\/p>\n<\/li>\n<\/ul>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\"><u><b>VP\u2019s Recent Visit<\/b><\/u><\/span><\/span><\/span><\/p>\n<ul>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">This was the first high-level bilateral visit to Uganda from India since 1997 and first high-level visit to Rwanda ever.<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">VP has emphasized that <\/span><span style=\"color: #000000;\"><b>business ties with Uganda is a \u201ckey pillar\u201d<\/b><\/span><span style=\"color: #000000;\"> of the bilateral relationship.<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">India and Uganda decided to expand cooperation in the field of energy sector and training of personnel for space programme and peaceful use of atomic energy.<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">Uganda asking to setup automobiles manufacture unit locally to discourage import of cars.<\/span><\/span><\/span><\/p>\n<\/li>\n<\/ul>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><u><b>India \u2013 Rwanda: Background<\/b><\/u><\/span><\/span><\/p>\n<ul>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\">However Rwanda got independence from Belgium in 1962, but due to continuous state of civil war in Rwanda, bilateral relation between two countries could not get firmed up earlier.<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\">In 1999, Rwanda officially opened its Mission in New Delhi and appointed its first resident Ambassador in New Delhi in 2001.<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\">The country became a full member of the COMESA FTA in 2004 and subsequently, in 2007, it was admitted to the EAC. <\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\">Rwanda is also a Commonwealth member since 2009.<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\">Relation get further strengthen as Rwanda became member of African Regional Economic Communities (RECs). <\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\">Indian assistance to Rwanda has been guided mainly by the India-Africa Forum Summits.<\/span><\/span><\/p>\n<\/li>\n<\/ul>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\"><u><b>VP\u2019s Recent Visit<\/b><\/u><\/span><\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\"> India and Rwanda have signed 3 MoUs during his visit. These are: <\/span><\/span><\/span><\/p>\n<ol>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">A bilateral\u00a0<\/span><span style=\"color: #000000;\"><b>air services agreement<\/b><\/span><span style=\"color: #000000;\">\u00a0was signed to enabling direct flights between the two countries. <\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">An entrepreneurial<\/span><span style=\"color: #000000;\"><b> development centre<\/b><\/span><span style=\"color: #000000;\">\u00a0in Rwanda is being set up by India.<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\"><b>Exemption of visa<\/b><\/span><span style=\"color: #000000;\">\u00a0will be provided for entry of diplomatic and official passport holders.<\/span><\/span><\/span><\/p>\n<\/li>\n<\/ol>\n<ul>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">Rwandan government also desire Indian pharmaceutical companies in Rwanda.<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">Indian government asked about President\u00a0<\/span><span style=\"color: #000000;\"><b>\u2018Paul Kagame\u2019s governance model\u2019\u00a0<\/b><\/span><span style=\"color: #000000;\">that helped Rwanda becomes one of the cleanest and well-run states in Africa.<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">India also offered scholarships and fellowships to Rwandan students to pursue undergraduate, masters, and research courses in India.<\/span><\/span><\/span><\/p>\n<\/li>\n<\/ul>\n<ul>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Times New Roman', serif;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">India-Rwanda\u00a0<\/span><span style=\"color: #000000;\"><b>Innovation Growth Program\u00a0<\/b><\/span><span style=\"color: #000000;\">is being launched.
