{"id":2906,"date":"2020-12-31T12:20:29","date_gmt":"2020-12-31T06:50:29","guid":{"rendered":"https:\/\/www.classiciasacademy.com\/blog\/?p=2906"},"modified":"2020-12-31T12:20:29","modified_gmt":"2020-12-31T06:50:29","slug":"regulating-private-hospitals-through-a-law-mooted","status":"publish","type":"post","link":"https:\/\/www.classiciasacademy.com\/blog\/regulating-private-hospitals-through-a-law-mooted\/","title":{"rendered":"Regulating Private Hospitals Through A Law Mooted"},"content":{"rendered":"\n<h3 class=\"wp-block-heading\"><strong>In News<\/strong><\/h3>\n\n\n\n<p>The Parliamentary Standing Committee on Home Affairs had\nrecommended legal provisions for checking and controlling private hospitals.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>In-Detail\n<\/strong><\/h3>\n\n\n\n<ul><li>In a report submitted to the Rajya Sabha Chairman, the\nParliamentary Committee on Home Affairs called for a comprehensive public\nhealth act with proper legal provisions to keep activities of private hospitals\nunder check during pandemic times.<\/li><li>The law must also curb blac marketing of medicines. <\/li><li>Several instances of private hospitals selling beds\nthat are reserved for COVID-19 patients at exorbitant prices have been\nreported.<\/li><li>Noting these malpractices by private hospitals, the\ncommittee has recommended a Public Health Act at the national level to restrain\nprivate hospitals from profiteering during emergencies like the pandemics.<\/li><li>The Committee also pointed that the Act must also check\nblack marketing and product standardisation. <\/li><li>It also suggested that the Government must hold\nawareness campaigns on cheaper and effective re-purpose medicines to refrain\npeople from spending huge amounts on expensive drugs. <\/li><li>The committee also noted that during the initial phase\nof the COVID-19 pandemic, insurance was not extended to COVID patients, which\nresulted in patients suffering due to exorbitant costs charged by private\nhospitals. <\/li><li>To restrict this, the committee recommended for a\nregulatory oversight on hospitals and prevent them from refusing insurance\nclaims. <\/li><li>Further, it noted that the target should be to make\ntreatment cashless for COVID 19 patients with an insurance cover. <\/li><li>The committee appreciated the work of National Disaster\nManagement Authority (NDMA) which had come out with Standard Operating\nProcedures (SOPs), awareness generation campaigns, and acted as a nodal agency\nfor funding manpower deployment to meet exigences. <\/li><li>Noting that the NDMA had handled the pandemic unlike\nany other natural disaster, the committee had recommended a separate wing to be\nformed within NDMA that will handle\/manage pandemics in the future. <\/li><li>This special wing may take the role of building\npartnerships between government and the corporates, public sector and NGOs and\nothers. <\/li><li>During the pandemic, the government has tried to\nalleviate the pandemic\u2019s impact on the economy, the committee noted that\nseveral schemes have not been implemented properly. <\/li><li>It pointed out that problems are being faced by\nfarmers, non-corporates, non-farm small\/micro businesses in getting loans.<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>On\nMigrant Labourers <\/strong><\/h3>\n\n\n\n<ul><li>The committee stated that the migrants were the worst\nhit due to the pandemic. <\/li><li>Lack of information and poor dissemination of\ninformation about food, shelter and other amenities, migrants labourers and\nworkers had moved en masse to their home states. <\/li><li>The committee recommended drawing up a national plan\nand guidelines under NDMA, 2005 and Epidemics Diseases Act 1897 for proper\ncoordination between district authorities, states, UTs and the centre in the\nfuture.<\/li><li>It also noted that locating and disbursing relief\nmeasures to migrants has also become a problem during the pandemic due to lack\nof a database on migrants. <\/li><li>Thus, the committee recommended a national database on\nmigrant workers which will help identify them and deliver ration and other\nbenefits. <\/li><li>It called for including details like source\ndestination, earlier employment details, and nature of their skills.<\/li><\/ul>\n","protected":false},"excerpt":{"rendered":"<div class=\"mh-excerpt\"><p>In News The Parliamentary Standing Committee on Home Affairs had recommended legal provisions for checking and controlling private hospitals.
