In-Detail<\/h3>\n\n\n\n
This project is partially funded by the World\nBank and is named as STARS.<\/strong><\/li>
The agenda<\/strong> of the project is to govern the school education,\nimprove data and assessment systems at the national level. Improve teaching and\nlearning outcomes in 6 states, early childhood and vocational education.<\/strong><\/li>
The project includes an emergency response\ncomponent.<\/li>
This helps the government respond to disaster\nsituations which leads to loss of education and closure of schools.<\/li><\/ul>\n\n\n\n
STARS Project<\/h3>\n\n\n\n
TheSTARS project is known as the Strengthening\nTeaching-Learning and Results for Stars.<\/strong><\/li>
The total project cost is of Rs 5,718\ncrore<\/strong>, partially supported by World Bank amounting to about Rs\n3,700 crore ($500 million).<\/strong><\/li>
STARS will be a Centrally Sponsored Scheme\nand the Department of School Education and Literacy will be the<\/strong> implementing agency.<\/strong><\/li>
The establishment ofPARAKH as a <\/strong>National Assessment Centre is\nthe major component of the project.<\/strong><\/li>
PARAKH includes Performance, Assessment,\nReview and Analysis of Knowledge for Holistic Development.<\/strong><\/li>
PARAKH is an autonomous institution under the\nUnion Education Ministry which is included in the National Education Policy\n2020.<\/strong><\/li>
This institution will set norms for student\nassessment and evaluation for all school boards.<\/li>
At the State level, the project seeks to improve\neducation outcomes and school-to-work strategies.<\/li>
The project will cover Himachal Pradesh,\nRajasthan, Kerala, Madhya Pradesh, Maharashtra and Odisha.<\/strong><\/li>
TheAsian Development Bank will cover Tamil\nNadu, Gujarat, Uttarakhand, Assam and Jharkhand.<\/strong><\/li>
The vision of the project is to monitor and\nmeasure activities in the Indian School Education System.<\/li>
The STARS project includes a Contingency\nEmergency Response Component (CERC) alerting disasters<\/strong>. This will help in\nthe re-categorization of financing and the utilization of streamlined financing\nrequest procedures.<\/li><\/ul>\n\n\n\n
Two\nMajor Components<\/h3>\n\n\n\n
The STARS project has two major components-\nnational level and state level.
At National Level: <\/strong>
At\nthe national level, the project will support all states and UTs.<\/li><\/ul>
To\nstrengthen MOEs national data systems which include capturing robust and\nauthentic data on transition, retention and completion rates of the students.<\/li><\/ul>
To\nsupport MOEs in improving the PGI scores.<\/li><\/ul>
To\nstrengthen the learning assessment systems.<\/li><\/ul><\/li><\/ul>
At the State Level:<\/strong>
To\nstrengthen Early Childhood Education.<\/li><\/ul>
Strengthening\nclassroom instructions and improving learning assessment systems.<\/li><\/ul>
To\nimprove service delivery, management of Governance and Decentralization.<\/li><\/ul>
The project focuses on initiatives under the\nAtmanirbhar Bharat Abhiyan like the PM e-Vidya, Foundational Literacy and\nNumeracy Mission and National Curricular and Pedagogical Framework.<\/li><\/ul>\n\n\n\n

To increase minimum proficiency in grade 3 language\nin selected states.<\/li>
