class=\"wp-block-heading\">In-Detail<\/h3>\n\n\n\n<ul><li>The\nUnion Cabinet has approved the launching of a National Programme for Civil\nServices Capacity Building (NPCSCB) called Mission Karmayogi.<\/li><li>Prime\nMinister Shri Narendra Modi led the HR council to approve and monitor the Civil\nServices Capacity Building Plans.<\/li><li>The\nPublic Human Resource Council (HR) consists of Union Ministers, Chief\nMinisters, eminent public HR practitioners, thinkers, global thought leaders\nand public service functionaries.<\/li><li>The\nmain aim of the mission is to prepare the Indian Civil Servants for the future\nby making them more creative, constructive, innovative, imaginative,\nprofessional, energetic, transparent and technology-enabled.<\/li><li>The\ncivil servants will be able to ensure efficient service delivery with high\nquality standards.<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">The\nFramework<\/h3>\n\n\n\n<ul><li>The\nNPCSCB was launched with the following institutional framework-<\/li><li>Public\nHuman Resource Council (HR).<\/li><li>Capacity\nBuilding Commission.<\/li><li>Special\nPurpose Vehicle for operating and owning digital assets.<\/li><li>Technological\nplatform for online training.<\/li><li>The\nCabinet Secretary heading Coordination unit.<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Features<\/h3>\n\n\n\n<ul><li>The\nNPCSCB is carefully designed to lay the foundations for capacity buildings for\nCivil Servants.<\/li><li>The\nprogram will be implemented by setting up an Integrated Government Online\nTraining \u2013 iGOTKarmayogi Platform.<\/li><li><strong>The\ncore guidelines of the programme are-<\/strong><ul><li>Supporting\nthe transition from \u2018Rules based\u2019 to \u2018Roles\nbased\u2019 management.<\/li><\/ul><ul><li>Allocating\nwork to the civil servants by aligning their competencies with the required\npost.<\/li><\/ul><ul><li>Emphasizing\non \u2018on-site learning\u2019.<\/li><\/ul><ul><li>Creating\nan ecosystem of shared training infrastructure which includes learning\nmaterials, personnel and institutions.<\/li><\/ul><ul><li>A\nFramework of Roles, Activities and Competencies (FRACs) will be developed to\ncalibrate all Civil Service positions. <\/li><\/ul><ul><li>For\nthe identified FRACs, learning content will be created and delivered in every\ngovernment entity.<\/li><\/ul><ul><li>An\nopportunity to the civil servants to continuously build and strengthen their\nBehavioural, Functional and Domain Competencies.<\/li><\/ul><ul><li>To\nenable all the Central ministries and Departments to directly invest their\nresources towards creating and sharing the collaborative and common ecosystem\nof learning through an annual financial subscription for every employee.<\/li><\/ul><ul><li>To\npartner with the best in class learning content creators such as public\ntraining institutions, start tips, universities and individual experts.<\/li><\/ul><ul><li>To\nundertake data analytics of data emit provided by IGOT-Karmayogi.<\/li><\/ul><\/li><li><strong>Objectives\nof the Capacity Building Commission<\/strong><\/li><li>To\nassist the PM Public Human Resources Council for the approval of Annual\nCapacity Building Plans.<\/li><li>To\nsupervise all Central Training Institutions dealing with civil services\ncapacity building.<\/li><li>To\ncreate shared learning resources and resource centres.<\/li><li>&nbsp;To supervise and coordinate the implementation\nof the Capacity Building Plans.<\/li><li>To\nmake standardization of training and capacity building, pedagogy and\nmethodology.<\/li><li>To\nset rules for common mid-career training programs.<\/li><li>To\nsuggest policy interventions in the areas of HR Management and Capacity\nBuilding on the Government.<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">iGOT-Karmayogi<\/h3>\n\n\n\n<ul><li>The\niGOT-Karmayogi brings the scale and state-of-art infrastructure to improve the\ncapacities of the officials in India.<\/li><li>The\nplatform is expected to evolve into a vibrant and world-class market place for\ncontent.<\/li><li>The\nproposed competence framework integrates with capacity building, service\nmatters like confirmation after probation period, work assignment, deployment\nand notification of vacancies.<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Financial\nImplications<\/h3>\n\n\n\n<ul><li>A\nsum of Rs.510.86 crore will be spent over 5 years from 2020-2021 to 2024-25, to\ncover 46 lakhs employees.<\/li><li>The\nexpenditure is funded by multilateral assistance to the tune of $50 million.<\/li><li>A\nSpecial Purpose Vehicle (SPV) for NPCSCB will be established under the\nCompanies Act Section 8, 2013.<\/li><li>The\nSPV is a non-profit company and will be managed by the iGOT-Karmayogi platform.<\/li><li>The\nSPV will hold all intellectual property rights.<\/li><li>An\nappropriate monitoring and evaluation framework will also be present to\ngenerate the dashboard view if Key Performance Indicators.<\/li><\/ul>\n","protected":false},"excerpt":{"rendered":"<div
