{"id":2607,"date":"2020-05-11T14:59:43","date_gmt":"2020-05-11T09:29:43","guid":{"rendered":"https:\/\/www.classiciasacademy.com\/blog\/?p=2607"},"modified":"2020-05-11T14:59:43","modified_gmt":"2020-05-11T09:29:43","slug":"national-land-management-corporation-proposed","status":"publish","type":"post","link":"https:\/\/www.classiciasacademy.com\/blog\/national-land-management-corporation-proposed\/","title":{"rendered":"National Land Management Corporation Proposed"},"content":{"rendered":"\n<h3 class=\"wp-block-heading\">In News<\/h3>\n\n\n\n<p>A government panel suggested setting up a separate organization\nfor land management in the country.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">In-Detail<\/h3>\n\n\n\n<ul><li>To boost the infrastructure investment, a\ngovernment panel had recently recommended setting up an apex land management\nbody called the<strong>National Land Management Corporation.<\/strong> This would help in\nmonetizing the state-owned surplus land assets systematically. <\/li><li>The body will work with various government\ndepartments including Railways and Defense Ministry to utilize their surplus\nland assets.<\/li><li>The corporation will be set up under the\nCompanies Act. <\/li><li>It functions as a facilitator for land\nmonetization and an asset manager for lands owned by the government of India\nand Central Public Sector Enterprises.<\/li><li>To maximize revenue, the body will take up\nco-development of private land parcels adjoining government lands.<\/li><li>The total expected capital expenditure for infra\nsector will be Rs 111 lakh crore in the next five years.<\/li><li>When having income-earning inventory assets the\nCorporation will enable to raise the equity capital or debt from the market.<\/li><li>These funds help in the development of surplus\nland assets and create a pipeline for developable assets.<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Members of the Body<\/h3>\n\n\n\n<ul><li>To carry out land monetization, the task force\nhas recommended that a chief executive officer (CEO) and a technical team be\nhired at the market-linked compensation.<\/li><li>The task force also proposed that the\nCorporation should have representation from senior officials of Finance\nMinistry, Department of Public Enterprises, Ministry of Housing and Urban\nAffairs and independent directors from finance and real estate industry.<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Functions of the Body<\/h3>\n\n\n\n<ul><li>The corporation manages the inventory of assets.<\/li><li>Develops modern concession agreements for land\ndevelopment and sale, legal management of encumbrances of relating to land,\ndevelopment planning, design and bid process management.<\/li><li>The Corporation will also entrust the\noperational requirements like a change of land usage and revenue management\nfunctions.<\/li><li>Measures to strengthen the municipal bond\nmarket, deepening of corporate bond markets and setting up of Development\nFinancial Institutions for the infrastructure sector.<\/li><li>The Corporation adopts different models to\nsecuritize the pool of assets through structures like REITs and InvIT.<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Conclusion<\/h3>\n\n\n\n<p>National Land Management Corporation can create a pipeline of\nincome-yielding properties which can raise funds from the market.<\/p>\n","protected":false},"excerpt":{"rendered":"<div class=\"mh-excerpt\"><p>In News A government panel suggested setting up a separate organization for land management in the country.
