{"id":2532,"date":"2020-02-20T12:08:12","date_gmt":"2020-02-20T06:38:12","guid":{"rendered":"https:\/\/www.classiciasacademy.com\/blog\/?p=2532"},"modified":"2024-06-07T17:50:58","modified_gmt":"2024-06-07T12:20:58","slug":"new-bill-to-regulate-pesticides-approved","status":"publish","type":"post","link":"https:\/\/www.classiciasacademy.com\/blog\/new-bill-to-regulate-pesticides-approved\/","title":{"rendered":"New Bill To Regulate Pesticides Approved"},"content":{"rendered":"\n<h3 class=\"wp-block-heading\">In News <\/h3>\n\n\n\n<p>The Union Cabinet has approved a Pesticides\nManagement Bill, 2020, that will regulate the usage of pesticides in farming. <\/p>\n\n\n\n<h3 class=\"wp-block-heading\">In-Detail <\/h3>\n\n\n\n<ul>\n<li>According to the government,\nthe new bill will regulate the business of pesticides across the country.<\/li>\n\n\n\n<li>It will compensate the farmers\nwho lost their crops due to spurious pesticides. <\/li>\n\n\n\n<li>The Bill will empower the\nfarmers to have access to all the information on pesticides which will be open\nsource and will be made available in all languages. <\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">The Need for a New Bill<\/h3>\n\n\n\n<ul>\n<li>Pesticide business is currently\nregulated under the Insecticides Act, 1968 and Insecticides Rules, 1971. <\/li>\n\n\n\n<li>So far, the experience in\nadministering the Act and rules have been far from satisfactory. <\/li>\n\n\n\n<li>They also opened up many gaps\nthat necessitated a new Bill. <\/li>\n\n\n\n<li>A pesticide management bill was\nin consideration since 2007. <\/li>\n\n\n\n<li>Only in 2018, the Union\ngovernment has put out a draft Pesticides Bill to replace the Insecticides Act,\n1968. <\/li>\n\n\n\n<li>In that version, there was a\nproposal for penalising the sale of spurious pesticides to the tune of Rs. 50\nlakhs and up to five years of jail term. The same is now included in the\nCabinet approved Bill.<\/li>\n\n\n\n<li>Under the Insecticides Act, the\npenalty is Rs. 2000 and up to three years of imprisonment.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Pesticides in India<\/h3>\n\n\n\n<ul>\n<li>India uses different varieties\nof insecticides, herbicides and fungicides. <\/li>\n\n\n\n<li>The country is one of the\nlargest producers and consumers of pesticides in the world. <\/li>\n\n\n\n<li>Since 2009-10, there is a\nsignificant increase in the usage of herbicides due to an increase in\nagriculture labour costs.<\/li>\n\n\n\n<li>Among the states, Maharashtra\nhas the highest consumption of pesticides.<\/li>\n\n\n\n<li>It is followed by Uttar\nPradesh, Punjab and Haryana.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Importance of the New Bill<\/h3>\n\n\n\n<ul>\n<li>The new Pesticide Management\nBill is of importance due to the overuse and misuse of pesticides in the\ncountry and their harmful effects on humans and the environment.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Concerns With the Bill<\/h3>\n\n\n\n<ul>\n<li>If the new bill is the same as\nthe 2017 draft Bill, then there are some concerns.<\/li>\n\n\n\n<li>For one, the 2017 draft Bill\nhas an inadequate representation of States to decide on a pesticide. <\/li>\n\n\n\n<li>In the past, states like Punjab\nwanted to ban chemicals like glyphosate but was unable to do so for several\nyears. <\/li>\n\n\n\n<li>As states have the best\nknowledge on the agro-ecological climate, the environment and soil conditions\nof their respective states, they must be allowed to have more say while\ndeciding on the pesticides.<\/li>\n\n\n\n<li>Also, the bill should have\nprovisions such as the minimal usage of pesticides per farm. <\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Conclusion <\/h3>\n\n\n\n<p>Overall, the bill is necessary as pesticides are posing a grave threat to human health. <\/p>\n","protected":false},"excerpt":{"rendered":"<div class=\"mh-excerpt\"><p>In News The Union Cabinet has approved a Pesticides Management Bill, 2020, that will regulate the usage of pesticides in farming.
