{"id":2375,"date":"2019-11-28T10:49:41","date_gmt":"2019-11-28T05:19:41","guid":{"rendered":"https:\/\/www.classiciasacademy.com\/blog\/?p=2375"},"modified":"2019-11-28T10:49:41","modified_gmt":"2019-11-28T05:19:41","slug":"elephant-bonds-a-way-to-recover-500-billion-from-holders-of-undisclosed-wealth","status":"publish","type":"post","link":"https:\/\/www.classiciasacademy.com\/blog\/elephant-bonds-a-way-to-recover-500-billion-from-holders-of-undisclosed-wealth\/","title":{"rendered":"Elephant Bonds &#8211; A Way To Recover $500 Billion from Holders of Undisclosed Wealth"},"content":{"rendered":"\n<h3 class=\"wp-block-heading\">In News <\/h3>\n\n\n\n<p>A high-level trade panel is of the opinion that\nif the government will implement its proposal, India could recover $500 billion\nof black money from abroad. <\/p>\n\n\n\n<h3 class=\"wp-block-heading\">In-Detail <\/h3>\n\n\n\n<ul><li>The High-Level Advisory Group\non Trade (HLAG) suggests that India can recover $500 billion by issuing a\nlong-term government bond &#8211; <strong>Elephant Bond<\/strong> &#8211; to those with undisclosed\nwealth.<\/li><li>It suggests that the money that\nthe government receives through this process can be utilised for infrastructure\nprojects. <\/li><li>The Elephant Bond would enable\npeople to bring back their money into the country without the fear of\npersecution, the report suggested. <\/li><li>Subscribers to the bond will\ninvest 40% of their undisclosed wealth in the bonds and will be issued fixed coupon\nsecurity. <\/li><li><strong>The HLAG was constituted by\nthe Ministry of Commerce and Industry in 2018.<\/strong><\/li><li>It is chaired by <strong>Surjit S\nBhalla.<\/strong><\/li><li>As per Mr. Bhalla, if the\ngovernment could recover even $300 billion through these bonds, the finance\nproblem for infrastructure projects can be solved and the gap between\ninvestment and savings can be filled. <\/li><li>Also, it will reduce the real\ninterest rate and will tend to strengthen the rupee. <\/li><li>All will work in favour of the\nIndian economy. <\/li><li>The panel in its report stated\nthat 45% of the wealth will be credited to the subscriber of elephant bonds and\n15% will be collected as tax deducted at source. <\/li><li>Also, the panel suggested that\n75% interest accrued from the bonds be collected as tax.<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Key Feature <\/h3>\n\n\n\n<ul><li>The key feature that will\npossibly attract such people towards the bond is that those disclosing their\nblack money will receive immunity from all laws including under foreign\nexchange, black money laws and taxation. <\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Conclusion <\/h3>\n\n\n\n<p>World over, there is a crackdown on black money.\nThis is an opportune time for the government to introduce an amnesty scheme\nsuch as the one proposed. <\/p>\n\n\n\n<p>Countries such as Indonesia, Pakistan and\nArgentina have already launched their own amnesty schemes. Indonesia, with its\nstringent amnesty scheme, was able to collect $1-$2 billion.<\/p>\n\n\n\n<p>Though the proposal by the panel is laudable.\nThe question of ethicality always over the heads of the government leadership.\nAmnesty schemes demoralize people who earn their living with integrity and hard\nwork. <\/p>\n\n\n\n<p>Already the general public is fuming over many\nindividuals of the country fleeing with their riches earned through illicit\nmeans.
