{"id":2314,"date":"2019-11-08T11:00:53","date_gmt":"2019-11-08T05:30:53","guid":{"rendered":"https:\/\/www.classiciasacademy.com\/blog\/?p=2314"},"modified":"2019-11-08T11:00:53","modified_gmt":"2019-11-08T05:30:53","slug":"government-launches-aif-for-housing-projects","status":"publish","type":"post","link":"https:\/\/www.classiciasacademy.com\/blog\/government-launches-aif-for-housing-projects\/","title":{"rendered":"Government Launches AIF for Housing Projects"},"content":{"rendered":"\n<h3 class=\"wp-block-heading\">In\nNews<\/h3>\n\n\n\n<p>The Ministry of Finance has announced the creation of an <strong>Alternative\nInvestment Fund (AIF) of Rs. 25000 crore<\/strong> for the housing sector.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">In-Detail\n<\/h3>\n\n\n\n<ul><li>The AIF was approved by the\nUnion Cabinet now while the proposal was made by the Ministry of Finance in\nSeptember.<\/li><li><strong>It will provide last-mile\nfunding for stalled affordable and middle-income projects. <\/strong><\/li><li>The Ministry noted that the\nfunding will be for housing projects that have a positive net worth and are\nregistered with the Real Estate Regulatory Authority (RERA).<\/li><li>Also, those projects that have\nnot been deemed liquidation-worthy will be eligible for funding.<\/li><li>The government also decided to\nallow those projects that have been deemed as Non Performing Asset (NPA) and\nare under National Company Law Tribunal (NCLT) proceedings.<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">The\nCorpus <\/h3>\n\n\n\n<ul><li>Of the Rs. 25,000 crore, the\nCentral government will provide Rs. 10,000 crore and the rest will come from\nthe State Bank of India and Life Insurance Corporation (LIC). <\/li><li>The Ministry also noted that\nthe fund is expected to grow above Rs. 25,000 crore as sovereign funds are\nshowing interest to invest in it. <\/li><li>It will not only be limited to\nthese entities. Other government-related and private investors such as public\nand private banks, financial institutions, domestic pension funds and provident\nfunds, gold pension funds and institutional investors can invest in the fund.<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Managing\nThe Fund <\/h3>\n\n\n\n<ul><li>The fund will be managed by\nSBICAP Ventures Limited.<\/li><li>It will be registered with the\nSecurities and Exchange Board of India (SEBI) as a Category-II Alternative Investment Fund.<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">No.\nOf Projects <\/h3>\n\n\n\n<ul><li>As per an estimate of the\ngovernment, there are 1600 housing projects with 4.58 lakh crore units stalled.<\/li><li>Though the government has not\nprovided exactly how much money is needed to complete these projects, the AIF\nwill benefit a significant number of them. <\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Financing\n<\/h3>\n\n\n\n<ul><li>As per the Ministry, finance\nfor the projects will not be provided in a lump sum but will be released at\neach stage of completion. <\/li><li>The government is clear that\nthe financing will not be for clearing past dues but is for completing the\nprojects.<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">The\nNeed<\/h3>\n\n\n\n<ul><li>The government is of the view that the fund will ease the financial stress faced by the real estate sector.<\/li><li>The fund will also benefit those investing in it with high returns. <\/li><li>It is expected that this special window will lead to more employment <\/li><li>in the construction sector and the revival of the economy.<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">AIF<\/h3>\n\n\n\n<ul><li>The Securities Exchange Board\nof India (SEBI) brought a set of regulations in 2012 to regulate pooled\ninvestment funds. <\/li><li>These regulations came to be\nknown as Alternate Investment Funds Regulations. <\/li><li>SEBI categorised AIFs into\nthree:<ul><li>CATEGORY I: Funds such as\nsocial venture funds, venture capital funds, SME funds and infrastructure funds\nthat receive government incentives come under category I.<\/li><\/ul><ul><li>CATEGORY II: Funds under this\ncategory are allowed to invest anywhere but are not allowed to take debts,\nexcept for day-to-day operations. <\/li><\/ul><ul><li>CATEGORY III: These are funds\nthat can make short-term investments and then sell. <\/li><\/ul><\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Conclusion\n<\/h3>\n\n\n\n<p>The AIF is much needed for the real estate sector which is reeling\nunder financial stress.
