{"id":2259,"date":"2019-10-01T15:09:17","date_gmt":"2019-10-01T09:39:17","guid":{"rendered":"https:\/\/www.classiciasacademy.com\/blog\/?p=2259"},"modified":"2024-06-07T17:41:26","modified_gmt":"2024-06-07T12:11:26","slug":"nitis-school-education-quality-index-released","status":"publish","type":"post","link":"https:\/\/www.classiciasacademy.com\/blog\/nitis-school-education-quality-index-released\/","title":{"rendered":"NITI\u2019s School Education Quality Index Released"},"content":{"rendered":"\n<h3 class=\"wp-block-heading\">In News <\/h3>\n\n\n\n<p>NITI Aayog has released its first School Education Quality Index\n(SEQI) to rank states on the quality of education they provide. <\/p>\n\n\n\n<h3 class=\"wp-block-heading\">In-Detail<\/h3>\n\n\n\n<ul>\n<li>As per SEQI, Kerala emerged as the\nbest-performing state with good quality school education while Uttar Pradesh\nwas the worst. <\/li>\n\n\n\n<li>Among smaller states, Manipur ranks first while\nArunachal Pradesh ranks least. <\/li>\n\n\n\n<li>Manipur has a score of 68% while Arunachal Pradesh\nhas a score of 24.6%.<\/li>\n\n\n\n<li>But, the Union Territory Chandigarh pipped all\nwith a score of over 80%. <\/li>\n\n\n\n<li>Among UTs, Lakshadweep scored the lowest.<\/li>\n\n\n\n<li>Kerala scored 76.6% and the second best state\nRajasthan scored 72.9%. <\/li>\n\n\n\n<li>Uttar Pradesh has a score of 36.4% among 20 large\nstates.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Need For SEQI <\/h3>\n\n\n\n<ul>\n<li>NITI Aayog has been in the process of raking\nStates\u2019 performance in various indicators including water, health, ease of\ndoing business, etc. <\/li>\n\n\n\n<li>The central government in collaboration with the\nWorld Bank is planning to grant incentives to states based on the higher\nrankings they get in the SEQI.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Parameters<\/h3>\n\n\n\n<ul>\n<li>The assessment of the states in the first-ever\nSEQI is based on learning outcomes, access to schools, equity in education,\nschool infrastructure and facilities, and government processes that aids in\ndevelopment of school education.<\/li>\n\n\n\n<li>Assessment of states was based on the data from\nthe National Achievement Survey (NAS) of 2017-18 and the Unified District\nInformation on School Education data of 2016-17. Also, self-reported data from\nstates verified by a third-party was used. <\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Assessment <\/h3>\n\n\n\n<ul>\n<li>As per the chairman of NITI Aayog Amitabh Kant,\nthe high variation in the performance between high ranking states and low\nranking ones point to gaps which need to be plugged. <br>\nhe also noted that equity in education is something that is worrisome as most\nlarge states have an equity index score of around 60%. <\/li>\n\n\n\n<li>This needs to be addressed as children from all\nbackgrounds and all strata of society must get&nbsp;\nthe same quality of education. <\/li>\n\n\n\n<li>In the equity index, indicators such as language\nand mathematics outcomes of SC\/ST and OBC students vis-a-vis general category\nstudents are measured. Also, their transition to higher classes is measured. <\/li>\n\n\n\n<li>The index also compares the performance of girls\nversus boys and students in rural and urban areas.<\/li>\n\n\n\n<li>Also included in the assessment were the\naccessibility to children with special needs and the availability of girls\u2019\ntoilets in the schools.<\/li>\n\n\n\n<li>In the equity index, Tamil Nadu topped the list.\n<\/li>\n\n\n\n<li>The state is also top in access outcomes such as\nenrolment, the percentage of out-of-school children mainstreamed into schools\nand the rate of transition to higher classes. <\/li>\n\n\n\n<li>Karnataka topped in learning outcomes which has\nthe highest weightage in the index. Learning outcomes include language and\nmathematics learning of class 3, class 5 and class 8 students. <\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">SEQI and PGI <\/h3>\n\n\n\n<ul>\n<li>A similar index was released by the Ministry of Human Resource Development in April 2019 called Performance Grading Index (PGI)<\/li>\n\n\n\n<li>But the major difference between SEQI and PGI is that SEQI accorded larger weightage to learning outcomes while input and infrastructure have higher weightage in PGI.<\/li>\n\n\n\n<li>PGI measures the quality of school education on the basis of 70 parameters.<\/li>\n\n\n\n<li>It is a tool to provide insights on school education in states and UTs.<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n","protected":false},"excerpt":{"rendered":"<div class=\"mh-excerpt\"><p>In News NITI Aayog has released its first School Education Quality Index (SEQI) to rank states on the quality of education they provide.
