Let us find out the intention and impact of the move. <\/p>\n\n\n\n<h3 class=\"wp-block-heading\">In-Detail <\/h3>\n\n\n\n<ul>\n<li>As per the government\u2019s plan, 10 Public Sector\nBanks (PSBs) will be merged to form 4 large banks. <\/li>\n\n\n\n<li>The merger of Punjab National Bank, Oriental\nBank of Commerce, and United Bank of India will form India\u2019s second-largest\nbank after SBI.<\/li>\n\n\n\n<li>The other mergers are Canara Bank and Syndicate\nBank; Union Bank of India, Andhra Bank, and Corporation Bank; Indian Bank and\nAllahabad Bank. <\/li>\n\n\n\n<li>With the mergers, there will be 12 PSBs\noperating rather than 27 in 2017. <\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">How Merger Move Helps Banks?<\/h3>\n\n\n\n<ul>\n<li>It was the M Narasimham Committee that had first\nrecommended the merger of banks to have fewer bigger banks with\nbetter-management and better utilisation of capital, better operational\nmanagement, wider reach and greater profitability. <\/li>\n\n\n\n<li>The logic is that with several banks operating,\nthey will be vying for the same pie of deposits and loans in the narrow\ngeographic areas which will incur costs on the banks. With larger banks, they\nwill be responsive to emerging market trends and compete better with private\nbanks. <\/li>\n\n\n\n<li>Also, the FM argues that big banks will compete\nwith global-banks and improve operational efficiency once they reduce their\ncost on loans and increase loan disbursal.<\/li>\n\n\n\n<li>But, the argument of competing with the global\nbanks seems a distant dream as no Indian bank is the top 50 global banks list. <\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Will It Aid the Government? <\/h3>\n\n\n\n<ul>\n<li>Since 1992, with the government being the\nbiggest stakeholder in PSBs, is provisioning capital for the banks in lieu of\nsome loans going bad. This is being reflected in the budget every year. <\/li>\n\n\n\n<li>Government is of the opinion that with large\nbanks the operational efficiency will improve and the number of bad loans will\nreduce thereby reducing the total amount to be set aside by the government. <\/li>\n\n\n\n<li>The amount thus saved could be invested in\nsectors like education, health and public infrastructure. <\/li>\n\n\n\n<li>Also, the government can now focus on fewer\nbanks than before. <\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">How the Banks for Merger Are Chosen? <\/h3>\n\n\n\n<ul>\n<li>The government has chosen the banks based on no\ndisruption in banking services, higher current and savings accounts, and\ngreater reach. <\/li>\n\n\n\n<li>Also, the merged banks have a strong regional\npresence and will consolidate further. For example, Andhra Bank and Corporation\nBank have strong presence in the South and the Union Bank of India has a strong\npresence in the West. The merger will lead to consolidation of the merged\nentity in these regions. <\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">The Downsides of Merger <\/h3>\n\n\n\n<ul>\n<li>Integration of operations among the merged\nentities is difficult to come by especially in the light of resistance from\nbank staff and unions. <\/li>\n\n\n\n<li>In the near term, there will be a disruption of\nservices until the merger process gets completed. <\/li>\n\n\n\n<li>There will be issues like culture fit, staff\nredeployment, etc. <\/li>\n\n\n\n<li>One important issue will be the swelling of bad\nloans with these mergers. <\/li>\n\n\n\n<li>Another issue is the creation of systematically\nimportant banks with these mergers and providing bailout packages for these big\nto fail banks in times of trouble that could hit the government\u2019s fiscal\nstability.<\/li>\n\n\n\n<li>For now, the mergers should not disrupt lending\nwhen banks are already sluggish at lending. <\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Role of RBI <\/h3>\n\n\n\n<ul>\n<li>Any failure of a big bank will have an\neconomy-wide impact. RBI being the regulator of banks should increase its\nsupervisory and monitoring processes to see that these banks do not fail. <\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Issues with Mergers World Over<\/h3>\n\n\n\n<ul>\n<li>Of the many bank mergers across the world, only\n50% has succeeded with many facing problems of cultural fit and integration. <\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Conclusion <\/h3>\n\n\n\n<p>Consolidation of banks alone does not solve the problems being faced by the Indian PSBs. Governance is an issue.
