{"id":2139,"date":"2019-08-29T10:34:17","date_gmt":"2019-08-29T05:04:17","guid":{"rendered":"https:\/\/www.classiciasacademy.com\/blog\/?p=2139"},"modified":"2024-06-06T15:34:09","modified_gmt":"2024-06-06T10:04:09","slug":"gift-from-rbi-government-should-use-rbi-funds-in-a-prudent-manner","status":"publish","type":"post","link":"https:\/\/www.classiciasacademy.com\/blog\/gift-from-rbi-government-should-use-rbi-funds-in-a-prudent-manner\/","title":{"rendered":"Gift from RBI: Government should use RBI funds in a prudent manner"},"content":{"rendered":"\n<h3 class=\"wp-block-heading\"><strong>Context: &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/strong><strong><\/strong><\/h3>\n\n\n\n<ul>\n<li>On Monday, the reserve bank of India transferred a surplus of 1.76\nlakh crore to the government.<\/li>\n<\/ul>\n\n\n\n<ul>\n<li>The surplus reserve has been granted following the recommendations\nby Bimal Jalan committee.<\/li>\n<\/ul>\n\n\n\n<ul>\n<li>The total amount is constituted by a contingency reserve of Rs\n52.63 thousand crores and a dividend of Rs. 1.23 lakh crore.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>The Bimal Jalan Committee:<\/strong><strong><\/strong><\/h3>\n\n\n\n<ul>\n<li>The Bimal Jalan Committee is an expert committee constituted by\nRBI and led by the former RBI governor Dr Bimal Jalan.<\/li>\n<\/ul>\n\n\n\n<ul>\n<li>The committee was assigned with the task to suggest guidelines on\nhow the RBI can transfer its surplus to the government. It formulated a revised\neconomic capital framework to provide related guidelines.&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul>\n<li>The committee recommended that the realised equity (made up from\nretained earnings) could be utilized to meet the risks and losses. But\nrevaluation reserves (the reserves which are built up from the revaluation of\nundervalued assets) can be used to meet only the market risks.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>How does the RBI accumulates money?<\/strong><\/h3>\n\n\n\n<ul>\n<li>The chief function of RBI is to manage the borrowings of the\ncentral and state governments. Payment systems and Banks are also regulated\nby the RBI.<\/li>\n<\/ul>\n\n\n\n<ul>\n<li>The returns earned from the foreign currency assets\nconstitute a major portion of RBI\u2019s income. Additionally, it can make profit\nfrom earning interest on government bonds and securities.<\/li>\n<\/ul>\n\n\n\n<ul>\n<li>The RBI reserve holds three kinds of funds namely: the Currency\nand Gold Revaluation Account, the Asset Development Fund and the Contingency\nFund.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>The relationship between RBI and the\ngovernment:<\/strong><strong><\/strong><\/h3>\n\n\n\n<ul>\n<li>The RBI functions as an advisory body to the government and not\ndirectly owned by it.&nbsp; <\/li>\n\n\n\n<li>The Reserve Bank of India Act, 1934 specifies under article 37\nthat the central bank would allocate its surplus (which is income minus\nexpenditure) to the government.&nbsp;<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>What\u2019s the fuss about?<\/strong><strong><\/strong><\/h3>\n\n\n\n<ul>\n<li>The RBI reserves are not designed to facilitate the government to\nhelp meet its expenditure. The reserves are the product of saving of many\ndecades to tackle extreme situations like a financial crisis.&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul>\n<li>Further, the amount of transferred surplus this year is over\ndouble of the same in the previous year.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Conclusion:<\/strong><strong><\/strong><\/h3>\n\n\n\n<ul>\n<li>The transferred surplus will give a shoulder room to the\ngovernment which has so far been unable to gain sufficient tax revenue in a\nstruggling economy. On what purpose will the surplus be used is still not\nclarified by the government.&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul>\n<li>The role of the reserve bank is has been of concern as the whole\ntransaction puts the autonomy of the bank in a vulnerable position.<\/li>\n<\/ul>\n\n\n\n<ul>\n<li>This\nyear\u2019s transfer from the Contingency Fund has lowered the buffer for excess\ntransfer of provisions next year.
