{"id":2048,"date":"2019-08-10T17:19:26","date_gmt":"2019-08-10T11:49:26","guid":{"rendered":"https:\/\/www.classiciasacademy.com\/blog\/?p=2048"},"modified":"2024-06-07T16:43:16","modified_gmt":"2024-06-07T11:13:16","slug":"the-hindu-editorial-analysis-state-of-the-union","status":"publish","type":"post","link":"https:\/\/www.classiciasacademy.com\/blog\/the-hindu-editorial-analysis-state-of-the-union\/","title":{"rendered":"The Hindu Editorial Analysis : State of the Union"},"content":{"rendered":"\n<h3 class=\"wp-block-heading\"><strong>Context:<\/strong><\/h3>\n\n\n\n<ul>\n<li><strong>Prime Minister Narendra Modi\u2019s address on his\ndecision to revoke Jammu and Kashmir\u2019s special status, and divide it into two\nUnion Territories.<\/strong><\/li>\n\n\n\n<li>While Jammu and Kashmir remains in total\nblackout, the Prime Minister delivers a much-needed speech. On one hand, it\nunderlines the significance of the step and promises future prosperity to the\nregion, on the other hand, it clears India\u2019s stand to the international\ncommunity. <\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>The Jammu and Kashmir reorganization Act 2019:<\/strong><\/h3>\n\n\n\n<ul>\n<li>The Jammu and Kashmir Reorganization Act 2019 is\nan act of Parliament which succeeded the Presidential order to revoke the\nspecial status of the state granted under Article 370.<\/li>\n\n\n\n<li><strong>The Act mandates that the state of Jammu and\nKashmir will be bifurcated into two union territories namely, Ladakh and Jammu\nand Kashmir.<\/strong><\/li>\n\n\n\n<li><strong>The Union Territory of Jammu and Kashmir will\nhave a legislature while the Union Territory of Ladakh will not have a\nlegislature.<\/strong><\/li>\n\n\n\n<li>The Union Territory of Ladakh will be composed\nof Kargil and Leh districts while all other districts will stay in the Union\nTerritory of Jammu and Kashmir<\/li>\n\n\n\n<li><strong>The Jammu and Kashmir high court will remain\nas the high court for both the Union Territories.<\/strong><\/li>\n\n\n\n<li>As provided under Artice 239 of the Indian\nConstitution, the Union Territory will be governed by the Lieutenant Governor\nof the state who is appointed by the centre for the term of five years.<\/li>\n\n\n\n<li>The Union Territory of Jammu and Kashmir will\nhave a council of a minister which will comprise of not more than 10 per cent\nof the total membership of the state legislative assembly.<\/li>\n\n\n\n<li>The council of ministers will aid and advise the\nLieutenant Governor in only certain subjects of the state list. The subjects\nlike \u2018police\u2019 and \u2018public order\u2019 will be governed by the central government.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Prime minister\u2019s address to the nation:<\/strong><\/h3>\n\n\n\n<ul>\n<li><strong>The prime minister promised the status of\nfull state to Jammu and Kashmir once the socio-political life gets back to\nnormal. The Union Territory of Ladakh will, however, remain as such.<\/strong><\/li>\n\n\n\n<li>Assembly elections will be conducted in the\nUnion Territory of Jammu and Kashmir. People will get to elect their\nrepresentatives and chief minister.<\/li>\n\n\n\n<li>Ladakh will develop as a centre of solar power,\neco-tourism and adventure tourism. The herbs of the region will be exported and\nwill get worldwide recognition. Kashmir will become famous for its products\nlike Kashmiri Shawl. <\/li>\n\n\n\n<li>Jammu and Kashmir will be developed as a hub of\nsports and academic activities. The scientific community was urged to think of\nways how they could include the region in their new initiatives.<\/li>\n\n\n\n<li><strong>Issues like \u2018separatism\u2019, \u2018nepotism\u2019 and\n\u2018corruption\u2019 will now be directly addressed without facing any obstacle in the\nform of Article 370<\/strong>. Various development policy will be formulated and\nimplemented by the union as well as municipalities. <\/li>\n\n\n\n<li>The Prime Minister urged the people from every\nwalk of the profession to contribute to the progress of the region. The\nindustrialists were called out to open firms and the filmmakers to shoot films\nin the region. Doing so will not only provide employment to the native youth\nbut also a greater degree of engagement with the people of the rest of India. <\/li>\n\n\n\n<li><strong>Pakistan has been using Article 370 as a tool\nto spread terrorist activities. Around 42000 people have been killed in the\nlast three decades. The laws made by the Union Parliament can now benefit the\nKashmiri people.<\/strong><\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>A Critique:<\/strong><\/h3>\n\n\n\n<ul>\n<li>The argument of prevalent nepotism and\ncorruption in the state doesn\u2019t hold much ground because the situation in Jammu\nand Kashmir is no worse than many other states of the country. It is a pan\nIndia problem. Revocation of Article 370 solely on the basis of the prevalence\nof these issues is not well-founded.<\/li>\n\n\n\n<li><strong>Article 370 in its true essence, as\nenvisioned earlier, has already been eroded gradually in the last three decades.\nA formal revocation has the potential to intensify separatist sentiments among\ngeneral public.<\/strong><\/li>\n\n\n\n<li>The bifurcation of the state, by the Jammu and\nKashmir Reorganization Act, has been achieved <strong>without taking the opinion of\nthe people of the state<\/strong>. The centre\u2019s superimposing powers on a state has\nalways been a much-discussed concern in the Indian polity. <\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Conclusion:<\/strong><\/h3>\n\n\n\n<ul>\n<li>Prime Minister masterfully articulated the\nnecessity to integrate Jammu and Kashmir into the Union and also provide a\nglimpse into the brighter future of the region that the government has\nenvisioned. However, the main issue on which people are of divided opinion\nremains unaddressed: <strong>the undemocratic manner in which the whole process had\nundergone<\/strong>.
