An abundant monsoon is typically a good sign for the economy\nas agriculture constitutes 15 percent of India\u2019s economy. <\/li>\n\n\n\n<li><strong>The northern and eastern states of India\ntypically receive higher rainfall than the southern and western part of the\ncountry<\/strong>. Consider the sparse amount of rainfall in the pre-monsoon phase; a\nbountiful monsoon is a relief for the drought-ridden areas.&nbsp; <\/li>\n\n\n\n<li><strong>At the same time, many states such as Kerala,\nAssam, and Karnataka are facing devastation owing to floods a<\/strong>t the time\nwhen last year\u2019s floods in Kerala and drought in Chennai are still fresh in our\nmemory.<\/li>\n\n\n\n<li>This underscores how the occurrence of floods\nand droughts has become very frequent in recent years. It is turning into a\ncycle of mass destruction covering more and more states in its ambit every\nyear.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Understanding the extremes: <\/strong><\/h3>\n\n\n\n<ul>\n<li><strong>India receives a variety of rainfall patterns\nin different parts of the country<\/strong>. Thus it is not surprising to see one\npart of the country is facing the destruction of floods while the other part\nstays drought-ridden.<\/li>\n\n\n\n<li><strong>Drought is often caused by delayed onset of\nmonsoon or early withdrawal of the monsoon. <\/strong>However, the diminishing ground\nwater level as increased the frequency of the disaster.<\/li>\n\n\n\n<li>Since the monsoon water gets converted into\nrivers and lakes, it is the basic underlying water resource. <strong>Monsoon\naccounts for 96% of the total water sources. The other 4% is glacial water.<\/strong><\/li>\n\n\n\n<li><strong>We receive this water for roughly two months\na year whereas water is a necessity of life for all 12 months of a year.<\/strong>\nThe rainwater as a water resource is not properly managed. <\/li>\n\n\n\n<li>The deforestation is the major factor for the\nfact that the catchment area is gradually being reduced in size. More and more\nrainwater is running off instead of percolating into the soil and contributing\nto the groundwater. <\/li>\n\n\n\n<li>The low groundwater level leads to drought on\nthe one hand whereas the run-off water brings flooding on the other.<\/li>\n\n\n\n<li><strong>The imminent cause of the flooding is the\nincapacity of river banks to hold water.&nbsp;\nThis is further catalyzed by the silting and erosion of river beds.<\/strong><\/li>\n\n\n\n<li><strong>Urbanization has been achieved at the expense\nof natural water bodies<\/strong>. It is a worldwide phenomenon. The cities like\nChennai, Bengaluru, and Hyderabad in India are habituated by filling dozens of\nsmall lakes and ponds.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>How to stop the cataclysmic cycle?<\/strong><\/h3>\n\n\n\n<ul>\n<li><strong>The replenishment of groundwater<\/strong> is the\nmost fundamental requirement towards dealing with the larger issues of droughts\nand floods. It demands immediate measures.<\/li>\n\n\n\n<li>Trees are known to have good water holding\ncapacity<strong>. The catchment area should be rich with forests.<\/strong> It allows the\nwater to trickle down into the soil which replenishes groundwater and also the\nminimal amount of run-off water will also prevent floods.<\/li>\n\n\n\n<li><strong>Agro-forestry should be promoted and incentivized\nby the government. It is not only ecologically beneficial but also can boost a\nfarmer\u2019s income by 8 to 12 times<\/strong>.<\/li>\n\n\n\n<li><strong>Urbanization should be carefully planned<\/strong>.\nThe state governments should be held accountable for uncontrolled urban\ndevelopment. National Disaster Management Authority guidelines should be\nstrictly implemented.<\/li>\n\n\n\n<li>In April 2002, the National Water Policy was\nformulated by the National Water Council. It provides for the provision of\nflood control, groundwater, and irrigation. <strong>The provisions of the National\nWater Policy should be carefully implemented in every state<\/strong>.<\/li>\n\n\n\n<li><strong>From scientific hydrology to traditional\nmethods of water conservation, innovation in the field of water management is\nlong overdue<\/strong>. Money should be pumped into ecological researches and mass\nscale debates need to be conducted on possible solutions such as pan India\ninter-linkage of river bodies and lakes.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Conclusion:<\/strong><\/h3>\n\n\n\n<p>India is set to become the most populous nation in the world. <strong>With the growing population, the process of deforestation and urbanization is bound to take the further leap. The problem of water resources is only going to be accentuated<\/strong>.&nbsp; We, as a country, cannot afford to lose hundreds of lives and billions of dollars every year to avoidable calamities.<\/p>\n\n\n\n<p>The measures to fight <strong>floods and droughts should not be restricted to early warning and rehabilitation process<\/strong>. Embankments, walls and dams and reservoirs are the short term solutions but the calamity at its heart will remain unaddressed until the violations of natural orders are undone. <\/p>\n\n\n\n<p><\/p>\n","protected":false},"excerpt":{"rendered":"<div class=\"mh-excerpt\"><p>Context : &nbsp;Floods and droughts have become most frequent in the recent years.
