National Register e-Services"},"content":{"rendered":"<p>The Ministry of Road Transportation has put an end to the free access of data from the Ministry\u2019s VAHAN big data database.<\/p>\n<h3>In-Detail:<\/h3>\n<ul>\n<li>The Ministry has now put a restriction on accessing data from <strong>VAHAN &#8211; A Vehicle Database<\/strong>.<\/li>\n<li>Company accessing the data for big-data analytics must be a registered company in India and is at least 50% Indian owned.<\/li>\n<li>All the data thus accessed must be stored on Indian servers.<\/li>\n<li>Such servers must be monitored by security auditors for preventing data theft &#8211; A security report from Cert-In must be submitted.<\/li>\n<li>Annually, Rs. 3 crore has to be paid by the company for accessing the data.<\/li>\n<li>The data will be transferred to the entity in an encrypted form.<\/li>\n<li>They cannot sell the raw data further but can sell the analysis.<\/li>\n<li>For education institutions, there is a relaxation.<\/li>\n<li>If the data is for research purposes, they can avail the data for Rs. 5 lakh.<\/li>\n<\/ul>\n<h3>About VAHAN:<\/h3>\n<ul>\n<li>The VAHAN database has vehicular registration details from across the country for 28 types of vehicles.<\/li>\n<li>All the information from the State Registers will flow into the VAHAN Database.<\/li>\n<li>The information stored in the databased include:\n<ol>\n<li><em><strong>Registration No either full or partial<\/strong><\/em><\/li>\n<li><em><strong>Chassis No<\/strong><\/em><\/li>\n<li><em><strong>Engine No<\/strong><\/em><\/li>\n<li><em><strong>Body Type<\/strong><\/em><\/li>\n<li><em><strong>Fuel Type<\/strong><\/em><\/li>\n<li><em><strong>Color<\/strong><\/em><\/li>\n<li><em><strong>Name of Manufacturer<\/strong><\/em><\/li>\n<li><em><strong>Make\/Model etc.<\/strong><\/em><\/li>\n<\/ol>\n<\/li>\n<li>Digitisation of such data allows both the state and central departments to keep track of the vehicles, aids police in their investigations, will come handy at the inter-state check posts and other G2C services.<\/li>\n<li>It will also help the public and industry in various ways.<\/li>\n<li>For example, a paint manufacturer can know from the data which colour automobile is in demand and increase the production of paint of that colour.<\/li>\n<li>In such a scenario, the Ministry has devised the policy for data sharing.<\/li>\n<\/ul>\n<h3>The National Data Sharing And Accessibility Policy (NDSAP)-2012:<\/h3>\n<ul>\n<li>The policy was approved by the Cabinet in 2012 with an objective to facilitate access to government owned data in both human readable and machine readable formats.<\/li>\n<li>Various non-sensitive data generated by the Ministries\/Departments\/Subordinate Offices\/Organisations\/Agencies of Government of India will be available for access due to the policy.<\/li>\n<\/ul>\n<h3>Benefits of the <a href=\"https:\/\/www.classiciasacademy.com\/blog\/tag\/policy\/\" target=\"_blank\" rel=\"noopener\">Policy<\/a>:<\/h3>\n<ul>\n<li>Use of valuable public data for the benefit of the community.<\/li>\n<li>It avoids the need for collecting data separately by other entities.<\/li>\n<li>By adopting common standards for the collection and transfer of data, ingtegration of individual data sets may be feasible.<\/li>\n<li>Helps the users identify the owners of the data and implementers of prioritised data collection programs.<\/li>\n<li>Enables taking important decisions with the support of data.<\/li>\n<\/ul>\n<h3>Open Government Data Platform:<\/h3>\n<ul>\n<li>After the notification of NDSAP, the government has launched Open Government Data Platform <a href=\"https:\/\/www.classiciasacademy.com\/blog\/tag\/india\/\">India<\/a> in 2012.<\/li>\n<li>It provides access to collated resources on a single platform.<\/li>\n<\/ul>\n<h3>Also Read:<\/h3>\n<ul>\n<li><span style=\"color: #000080;\"><a style=\"color: #000080;\" href=\"https:\/\/www.classiciasacademy.com\/blog\/naming-a-cyclone-fani-how-is-it-done\/\">Naming A Cyclone \u201cFani\u201d \u2013 How Is It Done?<\/a><\/span><\/li>\n<li><span style=\"color: #000080;\"><a style=\"color: #000080;\" href=\"https:\/\/www.classiciasacademy.com\/blog\/the-threat-of-superbugs-looming-large-on-the-world\/\">The Threat of Superbugs Looming Large On The World<\/a><\/span><\/li>\n<li><span style=\"color: #000080;\"><a style=\"color: #000080;\" href=\"https:\/\/www.classiciasacademy.com\/blog\/sdg-india-index-and-surprising-results\/\">SDG India Index and Surprising Results<\/a><\/span><\/li>\n<\/ul>\n<h3>\u00a0Conclusion:<\/h3>\n<ul>\n<li>Though the Transport Ministry\u2019s move appears to be in contravention to NDSAP, the Ministry is only looking to protect the data from the misuse of foreign entities.<\/li>\n<li>Also, with clearly laid out policy, those accessing the data will act responsibly in using the data.<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<div class=\"mh-excerpt\"><p>The Ministry of Road Transportation has put an end to the free access of data from the Ministry\u2019s VAHAN big data database.
